Frequently Asked Questions


   Q1 How are you defining "community"?
   A1 The CMHI is not using specific criteria for the definition of “community.”  The Foundation believes the decision about how you define “community” is best made at the local level by your collaboration.  It could be -- a ward or a neighborhood in Chicago; a planning area; a city; a county; multiple counties, a catchment area, etc. Pay particular attention to the descriptive material that is required in Sections IV and V as you develop your proposal.  Whichever community you choose to define, you will need to demonstrate a clear knowledge and an understanding of that geographic area, its resources, its populations, and its gaps and needs. While you may develop a plan that identifies some specific priority areas in establishing your goals, the “system of care” you develop or enhance should be for all children and youth in that community.          
     
   Q2 What are you looking for more specifically in relation to issues or populations?
   A2 See the answer to Q1.  ILCHF is not prescribing or limiting the issues or populations with which your collaboration chooses to work.  However, in establishing your goals, the “system of care” should be for all children and youth in that community.
     
   Q3 What format would you like to see for the logic model?
   A3 There is no single logic model that we require for the grant application. You may use whichever model you are most comfortable with that enables you to most fully describe your initial plans for the development of your community’s mental health system of care for children.  These are 2 resources that you might want to look at for background:

The communities that are funded for the CMHI will revise and expand their logic models during the Planning Phase of the funding period.  ILCHF will work with the Evaluation Team to identify a logic model that will be used as a common tool by all of the CMHI-funded communities.
     
   Q4 What are your expectations about "intellectual property" as it applies to project participants using project data?
   A4 ILCHF will own all intellectual property (“IP”) arising out of the CMHI.  However, the Foundation has a strong interest in making available the IP (e.g., information, program models, research, training, development manuals) as broadly as possible. ILCHF would be very enthusiastic for – and will encourage -- CMHI participants to use the IP to publish their research and results, and make them available to the larger community. ILCHF does not want the participants in the CMHI to copyright any of the materials and restrict access to them or make them available through sales. In order to further the purposes of the CMHI, ILCHF reserves the right to, and will, license the IP back to CMHI communities.
     
   Q5 As a for-profit entity, are we eligible to apply for the RFQ for evaluation, consultation and technical assistance to the CMHI communities?
   A5 Yes.  The RFQ for the evaluation is not being funded through a grant.  ILCHF will hire an entity through the RFQ – either a for-profit or not-for-profit – to assist the ILCHF with its own charitable purposes in implementing the CMHI.  Note that this pertains only to the RFQ and not to the RFP for the CMHI.  The latter is available only to eligible not-for-profit organizations
     
   Q6 If we apply and should receive the contract for evaluation, would we be ruled ineligible to apply for the implementation of the system of care?
   A6 Yes.  You are welcome to consider both applications. But if you are selected for the contract for the evaluation you will not be eligible for consideration for the implementation grants.  
     
   Q7  If my agency previously received funds from ILCHF, will this affect my chances in applying for the CMHI?
   A7 Generally, this should not be an issue.  The application must identify a Lead Agency to submit and be responsible for the proposal, as well as to have fiduciary responsibility for the grant funds.  However, ILCHF’s goal is to fund community collaborations that are developing the systems of care, and not single agencies. If you are submitting an application that appears to be narrowly focused and for your agency, or does not encompass planning for the entire community, the application will not do very well in our assessment, regardless of whether you have been funded previously by ILCHF.   Along the same lines, if your agency was funded previously by ILCHF and there were problems in the relationship, your agency may not be the best candidate for Lead Agency for your community’s application.
     
   Q8  What do I need to submit for the CMHI application?
   A8 By October 30, an email to Harvey Saver (Harveysaver@ilchf.org) regarding your collaboration’s (non-binding) intent to apply for the Community Mental Health Initiative;

After November 1 -- and no later than January 6, 2010 – complete a brief online application for the RFP -- identifying information about the collaboration and the Lead Agency.  The application will be available on the ILCHF web site at www.ilchf.org.

No later than Wednesday, January 6, 2010 by 12:00 noon, 3 complete, unbound copies of Sections I-VI and Attachment A; 1 CD of Sections I-VI and Attachment A; 1 complete copy of Attachments B-E.    
     
   Q9 In Section III (a) of the CMHI application (page 12), the proposal requests a list of the “Community Team Composition.”  The directions provide an example (optional) of how that information might be provided in a table format.  It is very difficult to provide a table on the same page with the narrative text in a Portrait orientation. Can a table with this information be included as an attachment?     
   A9  

Yes. If you use a table format for Section III (a) of your application, you can choose to include that section as a separate attachment, at the back of the proposal with all of the other required attachments. If you do:

1.  This attachment can be included in addition to the 20-page maximum for the proposal.
2.  Please label it Attachment B1, and include it with the attachment that is required for the documents that are to be provided for the members of your Team that will receive funds through the CMHI. Label the latter as Attachment B2.

     
   Q10  What forms are we required to use for Memorandum of Understanding or Letters of Agreement?
   A10  

There are no specific forms, LOA or MOU that ILCHF is requiring for the proposal.  The agreements that your collaboration members develop, and the shape that they take, are local issues. They should be developed based upon interagency discussions and agreements among the members of your collaboration.

ILCHF staff and professional reviewers will look for something more than letters of support to define the relationships that are being developed and/or described to formulate your collaboration.  They will be assessing the extent to which your collaboration is binding itself together for the purposes of your system of care.       

To the extent that these agreements have been developed, they should be incorporated into the appropriate section of the application.  In addition, any that are developed after your application is submitted must be provided to ILCHF if your application is selected for an onsite evaluation.   
     
   Q11  Is the Logic Model that is to be submitted supposed to be for the 13-month Planning Phase of the grant, or for the 3-year Implementation Phase?
   A11  

The logic model is to describe your “development and/or enhancement of a children’s mental health system of care.”  The Foundation’s expectations are that by the time you submit your proposal, your collaboration will have already discussed and struggled a bit with the model that you -- at this point – plan to develop.  Refer to Section VI in the guidelines for the development of the proposal.  Section VI(c) should guide your work as you develop the logic model.

There should be information in both your narrative and logic model that expresses your intentions for the community model that you want to develop. You may be using estimated projections, and will most likely include some information that may not be final.  The proposal states: “The narrative and logic model will be defined further and expanded during the Planning Phase of CMHI.”

Our reviewers will be assessing the applications for what you are intending to develop in your community. And if your collaboration were to be funded, we would fully expect that those plans will go through considerable expansion and refinement.
